man-pack carrying back pad

Pad for carrying, believed to be for the baseplate but now shown in 1950's parts list, dated 1945, unused condition. Has two hooks possibly for the baseplate (?) and straps to fit onto webbing pouches, really not sure how this would work, any info gratefully received!
